What are electricity rebates?
Electricity rebates are government-funded discounts to help reduce power bills for eligible customers.
These rebates typically apply only to specific groups such as pensioners, seniors, and low-income households.
New South Wales energy rebates and concessions
Energy Accounts Payment Assistance (EAPA)
The EAPA is an electricity rebate for Australians struggling to afford their electricity bills because of short-term financial crises (e.g. sudden loss of income, medical bill shock, receiving a disconnection letter or experiencing a natural disaster)
Note: Customers must immediately inform their energy retailer about their ongoing EAPA application. Energy retailers are not allowed to disconnect customers from the power grid as they wait to be assessed or approved.

The Low-Income Household Rebate is for eligible pensioners, seniors, veterans and households struggling to keep on top of their electricity bills.

Gas Rebate
This rebate is essentially the gas equivalent of the low-income household electricity rebate. It provides pensioners, veterans and low-income natural gas and LPG customers with an annual rebate.

Seniors Energy Rebate
This rebate is available to self-funded retirees living in NSW. It offers a rebate for retirees each financial year for their main place of residence.
Note: Pensioner Concession Card holders and Department of Veterans' Affairs Gold Card holders cannot apply for the Seniors Energy Rebate. However, they may be eligible for the Low Income Household Rebate.

Low-income families may be eligible for an annual electricity rebate. If you also receive the Low Income Household rebate, the Family Energy rebate is capped at $20.

Life Support Rebate (Retail Customers)
If an electricity customer or someone living with them requires life support, they may be eligible to have the energy costs of their life support equipment rebated.
To receive this rebate, the life support machine must be from the government’s approved list.
The value of the rebate will vary with different equipment. Please note that customers will need to reapply for this rebate every two years.

Up to $1,343.20 per retail (on-market) household, per financial year, depending on the equipment type ($1,477.52 for customers on embedded networks).

Queensland Electricity and Natural Gas Rebate

The Queensland Electricity and Natural Gas Rebate is a yearly payment to seniors, pensioners and veterans for electricity and gas.

Home Energy Emergency Assistance Scheme
The Home Emergency Assistance Scheme is a one-off payment to households facing difficulties paying their electricity bills due to short-term financial emergencies or crises.
Note: customers will need to reapply for this rebate every two years.

Electricity Life Support Concession
The Electricity Life Support Concession is a yearly rebate to customers suffering a serious illness, which forces them to rely on a home-based oxygen concentrator or a kidney dialysis machine.
If you receive this concession, you will also receive special care in the event of power outages.

$1,063.30 per year for each oxygen concentrator or $712.07 per year for each kidney dialysis machine

Eligibility requirements
- Applicants with free oxygen concentrators received through the Medical Aids Subsidy Scheme (MASS).
- Meet the criteria determined by MASS.
- Applicants with kidney dialysis machines must receive free home-based kidney dialysis machines from a Queensland Health hospital.
- To be eligible for the oxygen concentrators rebate, customers must hold: a Pensioner Concession Card, Health Card Card, Health Care Interim Voucher, Child Disability Allowance or a Queensland Seniors Card.
Where to apply
- Complete the Electricity Life Support Concession application form — this will be sent to you by the MASS within 14 working days (if you’re applying for the oxygen concentrator rebate) or the renal unit at a Queensland Health hospital (if you’re applying for the kidney dialysis rebate).
- If you’re applying for an oxygen concentrator, MASS should send you an application form within 14 days.
- If you’re applying for a kidney dialysis machine, the application form will be given to you by the Renal Unit at Queensland Health hospitals

Medical Cooling and Heating Rebate (MCHECS)
The Medical Cooling and Heating Electricity Concession Scheme is an electricity rebate for Aussies who experience difficulties with self-regulating their body temperatures.

- Be a Queensland resident or a member at the primary place or residence requiring cooling or heating to stop medical symptoms from worsening.
- Diagnosed with a qualifying medical condition, such as:
- Multiple sclerosis
- Autonomic system dysfunction
- Loss of skin integrity or the ability to sweat
- Significant compromise of functioning (e.g. mobility) at extreme environmental temperatures
- Hypersensitivity to extreme environmental temperatures
- Have an air conditioning or heating unit at the primary residence you live in.
- Hold a DVA Pensioner Concession or Health Care card.
- Responsible for paying your own energy bills.

Victoria energy rebates and concessions
Annual Electricity Concession
This rebate is for Victorian pensioners, seniors, veterans and low-income earners. It provides concession card holders with an annual rebate on electricity.
Note: this rebate does not apply to the first $171.60 of your annual bill. Customers with an annual bill exceeding $3,895.13 must apply for the Excess Energy Concession instead.

Winter Gas Concession
This rebate helps pensioners and low-income families deal with the dreaded winter heating bill.
Note: the concession does not apply to the first $62.40 of the six-month winter period bills. Retailer discounts and solar credits are deducted.

Concession card holders may be entitled to an excess gas concession, provided their winter gas costs exceeded $2,499.14 in the May to October 2025 period.

Life Support Concession
Concession card holders who use a life support system at home could be entitled to the Life Support Concession.
Note: this rebate only applies to oxygen concentrators, haemodialysis machines and intermittent peritoneal dialysis machines.

- For retail customers: 1,880 kilowatt hours (470 kilowatt hours per quarter) of electricity annually, calculated using the general tariff of your electricity retailer.
- For embedded network customers: $389.

- The account holder or household member must use an approved life support machine that consumes a minimum of 1,880 kWh per year (470 kWh per quarter for embedded network customers)

- Retail customers: Call your electricity provider and request a ‘Medical Confirmation Form’. Complete the form and submit the form back to your provider.
- Embedded network customers: Consult a general practitioner to sign the Non-Mains Life Support Concession doctor’s statement. Once complete, you can apply for the concession online on the Victorian Concessions and Allowances portal.

Medical Cooling Concession
Electricity account customers with a medical condition affecting their ability to self-regulate bodily temperatures can apply for the Medical Cooling Concession.

17.5% of usage and service charges after discounts and credits between November 1 and April 30 (Winter)

- Multiple Sclerosis

- The account holder must have one of the following: a Pensioner Concession card, Health Care card or Veterans’ Affairs Gold card.
- The account holder or household member must have a medical condition that affects their ability to self-regulate temperature.

- Contact your electricity, gas or provider or call the concessions hotline to request an application form. Once completed, your application must be submitted to your retailer.
- If your condition isn’t listed on the eligibility conditions, you can submit the form to the Department of Fairness, Housing and Housing to assess your application.

Non-Mains Energy Concession
If you don’t rely on grid electricity or mains natural gas, you may be entitled to the non-mains energy concession to help cover your annual costs.
Non-mains sources of energy include LPG, firewood, heating oil, generator fuel and electricity accessed through an embedded network.
The rebate value depends on how much has been spent on energy that year.
Note: a separate rebate is paid for each energy fuel type. Special conditions apply for firewood and generator fuel concessions.

Utility Relief Grant Scheme
The Utility Relief Grant Scheme is designed to financially assist Victorian renters and homeowners who need help in paying an overdue mains electricity, gas or water bill.

Energy Bill Concession
The Energy Bill Concession partially covers both electricity and gas bills for pensioners, seniors, veterans and low-income earners.

Cost of Living Concession (COLC)
The COLC eases the cost of basic utilities like electricity, water and gas for tenants and homeowners.
Applications need to be submitted by December 31 to be eligible for the following financial year.
Note: This concession is only available for South Australians who meet specific income requirements.

- Fortnightly or annual income before tax does not exceed:

- Partnered: $1,730.20 per fortnight, $44,985.20 per annum.

Residential Park Resident Concession
The Residential Park Resident Concession is available to South Australians living in a residential or caravan park. It is a single, combined concession to help with utilities (water, sewage, electricity).

- Up to $745.78 a year (paid out quarterly in instalments) for owners who pay for water, sewerage and energy.
- Up to $458.90 a year (paid out quarterly in instalments) for tenants who pay for water and energy.

The Electricity, Gas and Water Rebate covers electricity, natural gas and water for pensioners, veterans and low-income households in the ACT.

Home Energy Support Program (Homeowners)
The Home Energy Support Program (Homeowners) allows eligible ACT homeowners to cash in on rebates of up to $5,000 to help install energy-efficient products.
Installations covered under this rebate include rooftop solar, reverse cycle heating and cooling, hot water pumps, electric stovetops and ceiling insulation.

- Up to $2,500 or 50% off purchase and installation costs for rooftop solar,
- Up to $2,500 for or 50% off purchase and installation costs for reverse cycle heating and cooling, hot water heat pumps and evacuated tube solar hot water systems, electric stove tops and ovens, and ceiling insulation.

- Must own and live at the property where the upgrades are to take place.

The Home Energy Support Program (Rental Providers) scheme allows eligible rental providers to receive a rebate, helping them upgrade ceiling insulation at their rental property to satisfy minimum energy efficiency standards.

Sustainable Household Scheme
Eligible customers can borrow between $2,000 and $15,000 to invest in energy-efficient goods.
Rebate amount
$15,000 per eligible household. Either through $15,000 in zero-interest loans or $10,000 in zero-interest loans with $5,000 in rebates (All loans after 1 July 2025 will attract a 3% interest).

Western Australia energy rebates and concessions
Energy Concession Extension Scheme
This scheme (run by RevenueWA) provides financial assistance to eligible concession card holders who cannot receive the Energy Assistance Payment from their energy retailer.
Rebate amount
- Energy Assistance Payment: $342.85
- Dependent Child Rebate: $360.51 for one child, $94.46 for each additional child (capped at four dependent children)
- Air Conditioning Rebate: $71.80 per month x number of eligible months

Heating Allowance
Tasmania’s Heating Allowance is a two-part payment designed to help pensioners with their winter heating costs between May and September.
Once approved, residents do not need to reapply for this allowance every year.
Note: if a single pensioner has more than $1,750 in cash assets and married/de facto pensioners have more than $2,750, they are ineligible.

Northern Territory energy rebates and concessions
Electricity Concession
The NT’s Electricity Concession can apply to several household types in the state, each with varying payments to suit their needs.
Note: Residents may need to be a member of the NT Concession Scheme to be eligible for some concession types.

- Households (including prepaid meters): up to $1,200 per annum for electricity (8,000 kW)
- Caravan parks or alternative energy: $1.274 per day
- Jacana and Power Corporation customers: fixed daily rate of $1.158 plus $0.082 per kilowatt used, up to $1,200 per year.
